The general management of preparation and holding of competitions is run by the organizing authorities (hereinafter OA):
Direct holding of competitions is assigned to the main board of judges. 3. Dates and location of the competitions.
The water area of the Kuibyshev reservoir (Volga River), the embankment of Avtozavodskoy district, Togliatti, Samara Region, Russia February 20 - 27, 2017 (racing 21-26.02).

Competitors’ arrival day. Registration 16:00-21:00 at the Race Office for WISSA 2017, AMAKS “Ubileinaya” hotel, Ubileinaia St. 6.

5. Organizers assume the expenses for holding the competition:
5.1. Organizers assume the expenses for the event:
5.3. The travel expenses of the participants, their accommodation, meals, transportation of the equipment to the site of competition and back, the entry fee and other possible expenses in regard to the individual participation in the competition are covered by seconding organizations and by the participants of the competition.
6. Rules
6.1. Competitions are held according to the rules in the sense of the definition contained in the International rules of sailing races 2017-2020 (RRS-17, including the Addendum B and F), in IKA rules of the competition in freestyle, in the rules WISSA and WWR4, in accordance with Regulation NFSS "System of sailing competitions included in the plan calendar of NFSS", Regulation on inter-regional and official national sports competitions in sailing in 2017 issued by Russian Ministry of sports, the present Regulations and the Sailing Instructions.
6.2. The current edition of the PPP will be applied with the modifications set forth in these Regulations and in the Sailing Instructions.
6.3. Rule 66 PPG-17 will be changed. The full text of the changes will be given in Sailing Instructions.
7. Adversting
7.1. Advertising on the participants’ equipment must comply with the requirements of 80 PPG-17 rule.
7.2. Competitors may be required to display advertising chosen and supplied by the organizing authority.
8. Admission conditions:
8.1. The competition is held in the following classes and divisions:
8.2. The participation in the competition is allowed to the competitors who timely submitted an application, paid the entry fee and agreed to the terms of the competition.
8.3. Competitors - Russian citizens 18 years and older, must be members of NFSS.
8.4. Competitors under the age of 18 are allowed to participate in the competition only if accompanied by an adult representative, having medical clearance to the competition. Participants 18 years and older must have a medical permission for this competition.
8.5. All competitors and kites must be insured in accordance with current Regulations on Insurance of NFSS.
8.6. Russian competitors should have the rank in sailing not lower than the first one.
8.7. Foreign competitors participate in competitions by having an invitation from NFSS.
8.8. Competitors must have sufficient equipment operation skills that are needed to ensure the safety of the other contestants.
9. Registration
9.1. Applications for participation must be submitted no later than 11:00 on February 21st, 2017 in the credentials committee of the competition. The credentials committee will be located in the race-office on the territory of cafe "Chaihana" (embankment of Avtozavodskoy district, Tolyatti, Sportivnaya St, 23).

10.2. The entry fee is nonrefundable and goes towards the expenses payment for organizing and holding the competition.
11. Sailing Instructions
Sailing Instructions will be posted on the official notice board no later than 09:00 on February 21st, 2017 Race scheme will be in the Sailing Instructions.
12. Scoring
12.1. Individual competition.
12.2. Determination of an absolute credit in a class and competition in separate divisions.
12.3. In all classes with a common start for men and women is determined by a separate credit for men and women, in accordance with the points obtained in the overall classification.
12.4. Classification groups:
12.5. Competition in the "course-race" discipline shall be considered valid with a minimum of five races.
12.5.1. If there will be 5 to 11 races, points in the series will be the total points scored in all races excluding the worst score.
12.5.2. If there will be 12 or more races, points in the series will be the total points scored in all races excluding the two worst results.
12.5.3. There are 15 planned races in course-race.
12.5.4. Scoring system is linear. For the first place in the race 0.7 points.
12.6. Competition in STS discipline is considered valid after one round
12.6.1. If there will be 4 to 6 races, points in the series will be the total points scored in all races excluding the worst score.
12.6.2. If there will be 7 to 10 races, points in the series will be the total points scored in all races excluding the two worst results.
12.6.3. If there will be 11 to 15 races, points in the series will be the total points scored in all races except the three worst results.
12.6.4. If there will be 16 to 20 races, points in the series will be the total points scored in all races except the four worst results.
12.6.5. There are 20 scheduled races.
12.7. Competition in the discipline "marathon" is valid after one race.
12.8. Age groups for "course-race" and STS:
12.9. Competition in "speed race" is valid after two races for each participant.
12.10. The competition in freestyle is considered valid during the first round (single elimination).
12.11. The group is considered valid with the participation of not less than five (5) members. With the fewer participants, they compete in the general classification.
13. Restrictions on equipment
The equipment used by the participants in the competitions must comply with WISSA Rules http://www.purjelaualiit.ee/juhendid/2015/WISSA-rules-2015-bi-lingual.pdf and the Rules of class "Standard" http://kite-standart.pro/29-2/#more-29.
14. Radio
During the course-race, STS or high-speed races, with the exception of emergencies, a participant should not use or accept radio signal that is not available to all participants. This applies to cell phones as well. In a race, announced as a marathon, it is allowed to use cell phones and GPS.
15. Prizes
15.1. The competitors, who win the first place in the classification group, will be awarded the title "World Champion WISSA 2017".
15.2. The competitors, who win prize places in each category, will be awarded with sports prizes (cups, medals, diplomas).

16. Disclaimer of liability
16.1. All competitors, coaches, representatives participate in the competition solely at their own risk (see. Rule 4 RRS-17). The race committee and the organizing authority are not responsible for the lives and the equipment of the competitors, as well as for any possible injury or any equipment damage of the competitor during the competition or due to the competition.
16.2. Each competitor in the race must wear a protective helmet.

17.3. For violation of paragraph 16.1 the competitor’s results can be revoked, for violation of paragraph 16.2, the competitor is punishable by 5 (five) penalty points.
